2019 Dog Sport Changes

On 11-12.03.2017 in Meppen (Germany) a meeting of the FCI Utility Dogs Commission took place to familiarize judges and representatives of FCI member countries with the new rules, which will come into force on 01.01.2019.
So, what has been prepared for us?
IPO = IGP – the formula means that that starting from 2019 IPO –“International Prufung Ordnund” will now be called “IGP” – “International Gebrauchshund Prufung” (International Working Dog Test).
What are the goals of such changes?
1) To facilitate stages
2) To add more variations of trials in IPO
3) To systemize various trials
4) To add BH and AD Tests to those existing
The general provisions mention changes supposed to be made, but left as before. For example, the proposed minimum of 60% for passing was not supported by most countries, so the same 70% is left as the minimum for moving to a next level. Besides, organizational issues and wording are reconsidered. Athletes are directly affected by changes in the rules.
So, what will the trials be called:
BH-VT – basic obedience and temperament evaluation, or Companion Dog & Character Test
IGP – International Working Dog Test, stages 1-3
IBGH – Companion Dog Test, stages 1-3. - these are different levels of BH adding exercises
IFH-V (Fährtenhundeprüfung) – tracking test, preparatory stage
FH (Fährtenhundeprüfung) — advanced tracking, stages 1-2
IPO FH
StP 1-3 (Stöberprüfung) — Gun dogs trials
IPO-V (Vorprüfung) – Pretesting
IPO-ZTP ( Zuchttauglichkeitsprüfung) —Breeding suitability Test
IADP( Ausdauerprüfung) – Endurance test 

Companion Dog & Character Test is a prerequisite for passing subsequent exams. The age of admission to exams is decided by the organization of the country, but in general it must be at least 12 months (now at least -15 months). The minimum age of the dog is determined by the National Organization LAO (USCA minimum age is 15 months), but may not be less than twelve months.
BH-VT, as before, consists of three parts:
1. Theoretical exam for the dog owner
2. Obedience
3. Behaviour Test in a public places
There are no significant changes. It is only indicated that during exercise Sit out of motion and Down out of motion, one can give a command both with a stop and in motion.

IPO FH
Admission age – 20 months
There are no changes, 2 tracks in two days, similar to FH2. There are no prerequisites - this test can be taken after the mandatory BH-VT.

Gundogs Tests StP 1-3
There are no changes in this test, except distribution of points.

IADP – Endurance Test
Admission age – 16 months
Prerequisite – BH-VT, at least 4 handlers should take part in the test.
Distance – 20 km
Pace of 12-15 km/hour
Air temperature – 22 degrees
Breaks after 8 km and 15km distances completed

IGP-ZTP
No changes
IGP-V preparatory stage
Admission age - 16 months
Prerequisite – BH-VT
This test can be used as an admission one for working class registration.
The country or breed club decides on it. No more changes

Changes: Climbing over a scaling wall (160 cm)
The dog takes the basic position in front of the scaling wall at a distance of at least 5 meters. After the command to sit, the handler goes to the other side and stands at a distance of at least 5 m to the scaling wall. The handler calls his dog with the commands for jumping and coming, after climbing the dog sits straight and close in front. Then the handler gives the command for the dog to go into the final basic position.

Changes: Hold and bark
The dog is sent away from the centre line right to the blind (the fifth blind is not run around). On the judge's instructions, the handler calls his dog into the basic position or, alternatively, moves up to his dog, takes him to the basic position with a command to sit, then puts the leash on and heels to the marked position and takes the basic position.

Changes: Prevention of attempted escape of the handler
The handler heels his dog (on leash or off leash) to the marked position for escape. In the basic position, if the exercise is shown on leash, the leash is removed and then the dog is given the command to down. Then, as usually, the helper returns to the blind, and the judge gives a signal for the helper to escape (it seems that at this stage there is no order for escape from the handler) .

Changes: Defence of an attack from the guarding phase - after the exercise is completed, as before, the handler approaches the dog and heels the dog on leash down field to set up for the long attack. The dog may also be heeled down field off leash.

Changes: Attack on the dog out of motion
after the exercise is completed, at the direction of the judge the handler approaches, leashes the dog and shows a side transport with the dog leashed or unleashed.

IGP 2

Protection
Here we have the following changes. After an attack from the guarding phase there is a back transport at a distance of about 8 paces (previously it was 5 paces distance). There is no attack on the dog after back transport. The helper stops, the handler stands beside and a side transport to the judge is shown. After the front attack, a dog is attacked as in IPO3.

Changes in Retrieve on the flat - for all stages where this exercise is present: the dumbbell is thrown by the handler approx. 10 meters away. For BGH test the handler's apportable is used.
Retrieve over the hurdle ir a scaling wall: The apportable is thrown by the handler.
P.S. Why this is noted: the project suggested that an assistant would carry a dumbbell to a certain distance, but it wouldn't be carried by the handler.
The design of the barrier is also changed. Its height remains the same, its upper bar is movable. At the World Cup, the new design will be used since 2019. In local groups, a 3-year gradual transition to such a design is allowed.

Explanations for the Sent out with Down
Dog stops on first command but does not down, downs immediately on second command - 1.5 Points.
Dog stops on first command but does not down, downs immediately on third command - 2.5 Points.
Dog stops on first command but does not down on third command – 3.5 Points.
Dog does not stop on first command, stops and downs immediately on second command -2.5 Points.
Dog doesn’t stop on 1st or 2nd command, stops and down immediately on 3rd command -3.5 Points.
Dog cannot be stopped with 3 commands - 0 Points.
Dog downs directly on the first command, but after the judge's instructions to go pick up the dog, the dog breaks, the dog can be stopped by 50% of the distance to the handler.
In this case rating goes down for -5 Points.

General changes are made in searching the blinds. If the dog comes back to the handler (to basic position). After search, the exercise is rated ) points, but the dog is not disqualified as before. Still, if the dog comes back to the basic position for the second time, the test is stopped.
